by the Secretary of State to the Governor when forwarding

Inspector with the best qualifications should be specially
selected for service with the Hong Kong Education
Department and should be eligible for promotion to the

made orally by Mr. Burney at the meeting for the appointment
of a woman as the second English Inspector:
